James is Chief Executive and Head of Digital Practice of Turner Harris, and the Stream Lead for the Enablers component of the National Digital Twin Programme.

In his role at Turner Harris, James works with organisations across the public and private sector to understand the implications of, and to navigate technology-led change and shifts in national policy. He is a strong proponent of fostering closer relationships between the worlds of technology, economics, finance and social policy and speaks regularly on the themes of infrastructure investment and digital value chains.    

With specific expertise in the energy and industrial sector, he has been a member of the World Economic Forum’s Energy Harnessing and Emerging Technologies council and sits on the Economics and Supply Chain working groups at the World Nuclear Association. He was lead author for the CDBB Future Capabilities Report: The Creation and Through-Life Management of Built Assets and Infrastructure, and Lead author for Finance, Policy and Economics on the ETI/BEIS Small Modular Reactor Market Enablers Report.

He holds an MBA from Heriot Watt and is a Member of the Institution of Engineering and Technology.
