This tender is for the development of a Global Digital Platform. The Global Platform is conceptualized as an online self-navigable and interactive knowledge product, repository and platform which will act as a central source of truth for all public sector institutions seeking guidance, tools and evidence related to the introduction of digital innovation for the built environment via public policy and public sector project delivery.

About the CDBB International Programme

The primary objective of CDBB’s International Programme is to promote the UK BIM value proposition, approach and related standards to the international public sector community to grow an open digital construction market.

The International Programme helps to grow the global digital construction market in a way that is open and facilitates trade across national borders. The work stream develops capabilities of foreign governments and public clients in digital construction, and shares the UK’s collaborative BIM programme: delivering a proven value proposition, a strategic programme and a standards based approach.

CDBB has the opportunity to share its expertise in public policy and change management by shifting the delivery its capacity development programme from face-to-face in-country interactions to a digitally enabled, democratic and co-developed approach to growing the global digital construction market.

The Global Work Stream takes a holistic and democratic approach to international capacity development.  Participating countries in this change-management and capacity-building programme are not only consulted, but are part of the conception, design, steering, and management of service provision within the programme. Where outputs are co-produced, both the services and the community become far more effective as agents of change.

The Global Platform

A primary component of the Global Work Stream is the delivery of on online Global Platform to facilitate information sharing between countries to enable co-delivery and grow of the global digital construction market.

The Global Platform is a self-navigable and interactive online knowledge product repository which will act as a central source of truth for all public sector seeking guidance, tools and evidence related to the introduction of built environment information management into public policy and public sector project delivery. The Global Platform will be an open access information repository which will drive collaboration and interoperability between national markets, thereby opening and improving the overall functionality of the global market.

During the “proof of concept” phase, the content for the Platform will be developed by the CDBB and tested by a network of global practitioners.

The CDBB envisages stage one consisting of the development and delivery of concept demonstrator of a web application incorporating a content management system that will enable people to self-navigate through the knowledge product repository.
